Kaamil Buckas is a Chartered Accountant (CA(SA)) and Founding Partner of Evolve Business Consultants. With over a decade of experience in infrastructure advisory across African markets, he built Evolve on a single premise: that the gap between a project that funds and one that stalls is rarely technical. It is structural, financial, and narrative — and it is fixable.

His practice spans deal structuring, market feasibility analysis, and proposal development for large-scale infrastructure transactions. His mandates have come from government ministries, state-owned enterprises, and development finance institutions operating across East, Southern, and West Africa. Among his named engagements: Project Badilisha — a sovereign deep-water port and integrated refinery complex on the Zanzibar coastline, advanced to presidential approval; and Pendukapo — Namibia's national refining programme, structured for NAMCOR and presented at ministerial and presidential level. His feasibility practice spans energy, maritime, trade corridor, digital infrastructure, and mineral beneficiation.

Kaamil operates at executive and ministerial level as standard. His proposals have been presented to heads of state, ministerial committees, and programme officers at the African Development Bank and IFC. He has designed the financial architecture that allows sovereign guarantors, commercial co-lenders, and development finance institutions to sit at the same table — and has done it in jurisdictions where the political economy is as relevant as the returns model.
